BIRPOA Executive Meeting – August 22nd, 2009
Present: Bob Cavenagh, Sharron Curley, John Curley, John Feltmate, Alice Howarth, Lou Kelly, Andy Shaw, Jae Shaw
1. MOTION to accept AGM minutes by Andy Shaw

2. Lou Kelly welcomed to Executive
3. Treasurer’s Report
- 1 new member for a total of 41, one less than last year
- Cost for mowing $262.50 plus $169.50 for barge
- 6 responses to Rights of Way letter, 3 with cheques enclosed
- John Feltmate will contact those wanting more information
4. Trail Maintenance
- Mowing done quickly with bush hog
- For mowing we’d like something more refined
- Possibly look for another mower or a suggestion to hire Bobby Glover’s son
- Lou Kelly will help Bob Cavenagh research trail maintenance
5. Boat Speeding
- Bob will print large posters and they will be installed early Spring 2010
6. Township Issues
- Trash: Township will look into trash disposal before/after summer season. John Feltmate will call Conrad re: large item trash day and Bob C. will call Michael Hirsch re: bulk collections.
- Fire: For fire call 911! Mayor will have a conversation with Fire Chief with respect to fire boats
- Boat Speeding: If we can keep enough statistics on speeders the township would support us
- Road Conditions: Township is willing to have future conversations about the maintenance of Sand Lake and Bush Roads. Bush Rd. is on the budget for 2010 but they are not sure it is going to happen. A petition will be put out. Bob Cavenagh will prepare the petition and will draft a letter to accompany it.
- Voting: In municipal elections you can vote in two places. You should be getting a notice in the mail. The next election is Oct/Nov 2010. Andy will get information together for the web site.
- Linda Carr offered to come to the next AGM executive meeting
- Consider a “local politics” corner on the BIRPOA web page
- MPAC assessments: There are inconsistencies in adjacent properties. We can point to this on our web site.
- Official Plan: 2010 plan is in draft form and can be reviewed
- Trails and ROW: MPAC can find out what the taxes are. Mayor suggested we take on ownership. Township does not want to get involved in ROW.
- Sharron Curley will look into Director’s Insurance. Township may be able to help. Bob C. and Alice will also investigate?
- Bob C. will follow up with township meeting and will call Sheldon re building permits.
7. Loon Platforms
- Should be in by the second week of ice-out
- We will make a stack of platforms
- Bob, Lou, Andy, Jae and Alice are interested in building
8. Rights of Way
- We need to step back and review the problem and our options
- Ralph Robertson offered to take questions and concerns to his lawyer, we believe at his cost
- If Ralph sells he may sell the meadow which has no Rights of Way – could he grant Rights of Way over meadow? Prescriptive Rights don’t transfer with a sale
- Resolve questions with Ralph Robertson, Orland French and constituents. Let Ralph take questions to his lawyer.
- Bob Cavenagh will send a draft letter to executive asking Ralph’s lawyer to comment of different types of approaches. Richard Minart should see the same questions.

10. Sand Lake Plan
- Big Rideau and Upper Rideau are already working on a plan. It’s a conservation, protection and zoning issue.
- Sharron Curley is interested and will do some background research
- Alice would like to be involved
- E-mail should be sent to fellow who runs the Sand Lake Estates web site
11. Other
- Make May 1st newsletter “fancier”
- Continue on with Fall Newsletter
- Need to get a mailbox for the Marina Office
